You're probably thinking of shows like Holby and Doctors where they like to see a bit of what they call 'resonance' between guest and serial stories. The main 'resonance' in Scrubs comes from the storylines of the main characters, usually pointed out in the end with a voiceover along the lines of a summary of what he's learned that day about being human.

I think the point was that it's difficult to get right and is perhaps best avoided by new writers, the alternative being to produce a pale imitation of one of the better examples of this type of format. It was general advice to give you the best chance of getting something picked up, not a lack of aknowledgement that there are some very successful shows out there that use this particular device to good effect.
