I think the British have a snobby attitude about vanity and making an effort, that the French and Italians don't have. Therefore women who care about how they look are usually seen as shallow and stupid in British society.

I think it's more to do what what British women think looks good than purely that it's against our nature to take care or make an effort full-stop.

Really? How very odd (all points). What university was that? I'd guess it's more of an "I'm a vulnerable little girl" thing than a specifically "I'm not clever" one. I think a lot of guys feel intimidated - or girls believe that they would - in that kind of situation. I guess that's getting closer to 'avoiding intellect', but still not quite as direct.
