It's Rowan Atkinson being interviewed on Michael Parkinson.
Talks about post Not The Nine O'Clock News and Richard Curtis and him wanting to do a new sitcom. Yardstick by which all were measured back then was was Fawlty Towers so they were conscious of whatever they came up with, no matter how good, that it would be compared to FT.
So the idea to set it 500 years previous to the modern day ensured that such a comparison would not be particularly valid.
It's a five min clip and very interesting from various other POVs.
