I saw the Teenage Kicks pilot being recorded and it was very funny. Also saw the radio show being recorded and listened to it on Radio 2.
I was surprised the BBC didn't commission it then, as the warm-up guy said at the time it was for ITV. We thought he was taking the mickey to set up a 'crap comedy' gag but obviously not!

From what I understand the TV project was transferred from the BBC to ITV quite late on and a bit un-expectedly.
If you look at the names behind the show it soon becomes clear what's happened. ITV's new Director of Comedy is Paul Jackson aka the producer of The Young Ones and good friends with both Ben Elton and Ade Edmondson.
