Apparently, if you scare them in winter so that they have to fly off, that might use up enough energy to mean that they don't have enough to survive the winter. They have to stay still for most of the winter days so that they have enough energy to stay alive.

Hmmm, sounds rather dubious. But my experience with herons was in Florida, so winters weren't exactly deadly.
