At a guess, late 80s - around '88, something like that? But a lot more common by 1989/1990. Better check though, I'm just going by memory.
According to Wikipedia, they were first used in finland in 1971.
Earlier than I thought then.

True, very true. The only thing is that you can ask 118 118 that and they will tell you, and when the drinks are flowing people really do ask them anything.
