Except Kate Moss who is a breathtakingly tiny 5'7".

Google says 5'7-5'8 and 7-8 and half stone. Which BMI chart says is mostly underweight. So why are modelling agencies allowed to promote this?

Modelling agencies aren't part of the NHS, they can promote whomever they like, from 13 year old girls to skeletal freaks.
The BMI isn't entirely scientific either, it's a 'guess-timation' at best. It doesn't take into account muscle mass, bone weight or lifestyle.

If the government body for health, the NHS, issues guidelines then surely it would be reasonable to expect money-making companies that trade in people to have to follow these?
I know BMI is rubbish for diagnosing people as overweight when they have high muscle mass, but I've never seen it incorrectly diagnose anyone as underweight (providing it's used appropriately for adults. Letting 13 year olds work in the modelling industry is an entirely different subject for debate)

You'd think. But they are only guidelines and not laws. And you're forgetting that we're dealing with beauty and fashion products for women - can there be anything on Planet Earth that is more important?

The supermarkets have put up special screens in their tobacco kiosks so teeny tiny babies can't see the packets of evil cigarettes.
The good news is that the diabetes causing, obeisity fuelled, child friendly and colourfully wrapped chocolate bars are still on display next to the life ruining, highly addictive lottery scratch cards.

Most supermarket fare will kill you, more or less. Apart from your fags and chocolates, there will be aisle upon aisle of tinned food, each can of which will contain corrosive quantities of salt, more aisles of crisps which are both massively salty and fatty, cakes (see chocolates), acres of wines and spirits (each bottle of which could kill you in one session) and freezers full of frozen meals, which get cooked twice to double your carbon footprint. Even if you try to stay healthy with some lovely fresh fruit, it might well have been flown in from another continent; the only compensation being that the tsunami caused by the resultant climate change will bring instant death before all that bad food slowly poisons you.
