Both quotes say the same thing in different ways.
They open applications early to under-represented groups to make sure they get as many applicants from these groups as possible, as they are trying to make the local police force reflect the local community - hugely important in making people feel the police are there for them.
At interview stage applicants are judged on their merits.
The process just increases the chances of getting a decent number of police from under-represented groups at the end of the process.
