I've been on BSG for a year now and I would like to ask what is the difference between a Moderator and a Global Moderator. Is it that a Moderator has no jurisdiction in mainland Europe? Please help so that I can sleep tonight.

I can only work within Wales and have command over the Welsh posts, globals can command a larger group upto 6 countries 
Not really, Mods have specific sections to look after and can edit/close threads in htose sections only. Globals can change/edit everywhere.
