Maybe however it is the train company's fault not to put extra carriages out.

As a bit of a rail fan myself, I think you'll find that most trains are in set formations i.e. generally, you can't make a four car train into a five car but, by joining two lots together, you could have an eight car. But no TOC is going to do that very often.
