Its either an expensive back door subsidy or just a wheeze by private owned bus companies that local or nationally government have no direct leverage over.
There is a fair bit of logic to universial perks and benefits for pensioners that is not immediately apparent-
Means testing is expensive and cumbersome to administer as well reducing take up among pensioners who are still entitled (due to bureaucracy and stigmatisation).
It is essentially a de-facto tax on savings for middle income earners who see those who have saved nothing and not contributed as much getting more. On the question of paying for care even the Tories are moving away from the mean tested system.
To exclude people from a system they have paid into it encourages a culture of tax avoidance.
Providing benefits like free transport and TV licence can be a cheaper a less inflationary way of raising pension living standards than straight forward pension rises.
In reality Duncan-Smith is in favour of using the state to vastly increase the wealth of the richest pensioners, he just re-terms it as corporation, capital gains and income tax cuts.
