Not because he's a nice guy (he isn't).
But because it made sound fiscal sense. Same with a lot of Thatcher's reforms to social services.
There's a diference between bad politics, factional politics or in the case of Johnson no politics.
Thatcher had some screwy ideas and really went nuts in the end with the poll tax.
But before that point made some surprisingly smart and well thought through policy decisions.
Actually a lot of her best policies were straight lifts from Callaghan's Labour administration, buying council houses, tough spending policy and tackling inflation etc But at least she had a clear idea of who she was and what she wanted to do.
