Yes, that is Mr. Bean. I know they're both very 1990s shows and have prominent letter Bs, but I'm not sure exactly how one could really confuse the two...

He did that a couple of times: in "Smells" he made his special fry-up, in "Contest" he served elm tea and some horrible food including green bacon, and in the Halloween episode Richie cooks his sprouts of hell.
