The Ecclestone series was all over Asia's pirated DVD markets. As were the first two Tennant series. Even a series of Torchwood was released. Then it began to disappear and the Matt Smith stuff aint never appeared. Some people still enjoy it. 
It's popularity is ever increasing in the States; Who even made the cover of the latest Entertainment Weekly.
If we can agree the obvious fact that many people don't like it, then let's also agree that many people do.

I'd go for Greatest Show. Then, if you're going for a second, Daemons or Robots Of Death.
I really like Robots of Death and it's probably the best story of that selection. However, I had it on VHS and must have watched it a hundred times. The Daemons I've only seen a few times. Think I'll plump for that and Greatest Show as it's got Eric from Lovejoy in it.
You could ask for all of them and then the 2 you do get will be a surprise.

Meh original but overlong and directionless kinda forgot about it after episode 2 or 3.
Buffy's the gold standard ok seasons 1-3, for clever, knowing and original scifi.
Dr Who's charm I think maybe in how completely random the quality is. I mean Turn Left, the Drs wife kinda anihilate the opposition with minimal effort.
Where as space pirates and the last Christmas abomination maybe amongst the worst telly ever.
City of Death starts as an insanely annoying and unegaging wank the budget on foreign shoots. But half way through turned into proto HHG2TG with a knowing wit.

Lexx was twisted and original and like Farscape, owes a massive amount to Classic Who. Andromeda on the other hand just looked like a porn film without the shagging.
I wouldn't count Buffy (or the superior Angel) as sci-fi though, they're much more in the fantasy realm.
As for the Doctor's Wife - it can't hold a candle to the ST:TNG Borg episodes, especially Yesterday's Enterprise.
When does the new series start? I don't watch too much of the new series, but usually like tune in for the Daleks.
I don't think the new series is that child friendly at present. It seemed to be aimed at children more during Russell T Davies reign with tripe such as the Slitheen. I also found the stories were more straightforward. With Moffat, everything's more complex and, I would say, adult.
