Looking for film title

Years ago I remember watching a film late night on TV and I would quite like to watch it again, but I have no idea of the title, director or actors. Below are some things I remember about the film. Does anyone know it?

Boy meets girl (think they're teenagers) I think the girl is visiting from another country. They fall love and for some reason (maybe girls holiday ends) they have to part, but to ensure they never forget each other they sail under a bridge and kiss as the bell tower rings (a local story I think). Also the mother of one of the characters has quit smoking and smokes unlit fags.

That's all I remember - sorry if it doesn't make sense.

Was the film English? American? What year/decade is it from?

I think it was set in Italy (certainly Europe) but the girl was either English or American and the langauge of the film was English. I was about 16 when I saw it so that would have been 2000.

Edit - But I saw it on TV, so that year would not be the year it was made.

Would you class it as a romantic-comedy?

Can you remember what brand of cigarettes the mother smoked...?

I remember laughing, but more romantic. A while ago I thought I found it and bought A Little Romance, but it was not the film I was looking for.

:D no. I think the girl is waiting for the boy in his dingy flat and thinks the woman is a cleaner, and when he returns says how weird the woman is and he tells her it's his mother.

The plot sounds somewhat like a Louis de Funes (French comedy legend) film called Les Grandes Vacances, apart for the bit about the unlit cigarettes and the mother being mistaken for a cleaner. And the film being in English.
