The fire-burn woman is not typical of a "retardedly stupid population", she is the victim of an incompetent (and/or cynical) government who told her to do hazardous things without warning of the dangers.
Come on, any adult with half a brain knows that gasoline is dangerous and shouldn't be brought near sparks or flames. There are a lot of reasons to hate the government but this is really stretching it.

Potentially it's a dangerous hazard, it's certainly not good safe practice that our govt should be giving out, and during a heatwave! Most garages have an electricity supply with sockets and plugs and switches. These don't mix well with an unventilated small space full of petrol fumes and vapour. And if there was an inferno that rasied the house to the ground, I don't think the insurance co. would pay out, because the homeowner had invalided the policy by storing high flammables! The minister should be sacked for this disasterous advice giving!
Doesn't the average British garage have a can or two of gasoline for mowers and other gardening devices? It's definitely true in the U.S.
