I watched an episode of Flog It! yesterday. Quite like the programme.

In the bit where Paul Martin goes off to discover something 'local', he visited a gallery that had an exhibition of the works, that remain in the public area, of Robert Lenkiewicz.

I was immediately sold on him and his works and I'll get to know more about him.

Where it's all lit up (or sometimes not) but held up on rods above the building?

Why did you want to know zoooey

I needed to reference a similar sign in something and I just wondered if there was a term for them. But neon lit sign will do!
