No but the law must be willing to change. Nude sunbathing has been acceptable in public parks in Germany for years. The idea of criminalising all that offends is foolish.
And pathologising antisocial behaviour as mental illness has always been a dangerous and worrying trend.

Why do we have to explain it? Some people actually get funding to ponce around on stage naked doing daft things, while Guardian critics praise it as performance art. Rambly McNaked doesn't have to stay in prison. He has been released several times, however he refuses to put on clothes to walk home. He has made a deliberate choice to offend the authorities - including showing up to court stark bollock - and his actions have had repercussions. He's obviously a mental with serious attention issues.
It's nice to know that people on this forum who don't know the man, live in his town or have to see him naked are so supportive of his 'lifestyle choice'.
