They've taken down sites in the past and will again. It's just more proof that the draconian sledgehammer legislation enacted in SOPA, PIPA and DEBill are not needed.
The Immigration and Customs Enforcement agency (ICE -- just about the awesomest name in law enforcement) has been taking down sites for over a year now. Mainly Chinese bootleggers and a few offshore poker sites.
Their line is that if you have a .com (or .net/.org for that matter) address, your site is subject to US law, so be warned.
