A cloudless night and a low-light location are all you need. It's incredibly bold and bright when I camp in the desert every winter.

It is awesome when you do.

Rare in this country unless you're in an ambient light free area and it's clear overhead.

Worth seeking out though if you're serious.

One of the best things I have ever seen is Saturn's Rings through a telescope. Awesome.
