I think you might be confusing the Writers' Guild of Great Britain Awards, which are the awards given by the WGGB, and the Writer's Guild of Great Britain Award, which is the British Comedy Award for writing (which last year was won by Bain and Armstrong).
Ah, of course. Yes, those awards are just awarded, not nominated or voted on. That's not to say that the winner isn't known in certain circles in advance, of course...
