Agree with quite a few others here, especially EDC, which is making me think it can't actually be all that under rated, it does pop up a fair bit in conversations on here. I think it's definitely under repeated and under exploited by the Beeb, but not sure if it's under rated by people in the know. Like folk at the BCG.
I'll add The Brittas Empire and The New Statesman, the Rik Mayall one. And as I'm in a generous mood I think I'll add Never The Twain, because this does not get mentioned much here, when a run of several series says it was pretty popular. Nothing spectacular about it, comedy wise, but I remember this as one of those 'warm and homely' type sitcoms you're more than happy to have on. And as I'm in a particularly generous mood I'll even add Sorry!. Though I will decline to give a reason here, as there just isn't a good one.
Several comedy dramas seem to go untalked about on comedy forums too, I'd say the form itself is under rated.
I'd like to see a prog where the most under rated shows go head to head with the most over rated shows. It might get to the bottom of why people continually think of something as under or over rated, and what are the most common factors that trigger it.

In terms of underrated comedy drama, I'm tempted to mention what is regarded to be the very first comedy drama as we would recognise it - King Street Junior on Radio 4.
It and the sequel King Street Junior Revisited between them ran for 20 years, had 14 series, lasted 100 episodes, virtually invented a new genre of comedy, and despite this it still has never been released commerically.
