Yeah, they seem like a good idea. Especially since the police need to clear the area before the fire brigade can be deployed.
Wasn't the original guy carrying a gun? Anyone who carries a gun deserves little to no sympathy if they themselves get shot by the police, and some reports say he opened fire on the police in which case he pretty much got what he deserved.

No, this is an ongoing problem.
The German army tested a military one in a trial siege scenario. Got all role playing soldiers out of the building and captured in a few minutes! Not as exciting as using the SAS perhaps, but just as effective and far less costly!
