Is it not possible to switch off mobile phone coverage in the region for a short time? Stop the co-ordination of the actions?
I read someone blaming successive Labour governments for reducing police numbers. Perhaps the truth is that they reduced numbers because they needed fewer. The tories come in and there are riots; could this be causal?
