It seems there is a conspiracy theory that he died a number of years ago and was kept on ice pending a Presidential election.
If so, why would Bush leave him for Obama to claim the credit?

While I get your point, isn't that exactly what journalists are supposed to do - present the news to us?
I'm personally pretty tired of gossip and opinions being mixed in and fed to us as "news". For a change, the official line is being reported, and most papers are avoiding rumours. It's quite refreshing, whether you believe it or not!
