Billwill is aiming to liquidate a person.

Namely his company and he has just discovered that when a company is liquidated all assets then belong to the Crown instead of being distributed to the shareholders !!! 
So now Billwill has to mess about with lots of paperwork transferring assets before the liquidation order.

Ah, but you see the REASON for dissolving the Company is because it involved too much paperwork.
It's a bit like deciding that you want to sit down because you are tired after a 4 mile walk and then discovering that the only place you can sit down without getting soaking wet is a further two miles away.

They say if you sail out due west of Cape Horn for 20 miles or so and it's a clear night you can hear a whisper of it in the wind.
