Mr Bean, whilst being quintessentially English, you don't need to understand English to enjoy it. I remember being on a flight from the Far East and hearing all the passengers cracking up laughing at a Mr Bean on the inflight entertainment, they loved it.
The Gamarjobats, Japanese mimes, are very funny, loved them on Comedy Rocks.
Mime is great that way, no language barriers, and little room for ambiguity.
Their pilot was very good.

Are people quite partial to foreign language comedy then?
I've been tempted to subtitle some of the better Estonian comedy shows (especially individual sketches) to put on YouTube but wasn't sure if there would be any interest.
Of course, there is the great French film comedian Max Linder. Although all his films were silent. So that doesn't really count.
