I use PDF all the time but only because the company I work for has an earlier version of Quark Xpress than me and so cannot open raw QXP files. Hence I export the QXP files to PDF which is an open source cross-platform format by Adobe, which they can open easily.
Another thing that can can be opened easily is my jugular vein, which I'm currently slicing into with a rusty bean tin in penance for contributing to the internet's most boring-ever conversation.

Ah Sorry I misread.
You can use Word just save it as a pdf. Ideally though use Acrobat make a nice little form that sends the data to a sql when they click on the send button files are tiny and look nice.
