He's a troll, plain an simple. He turns up from time to time under a host of different identities with the agenda of wasting his and everyone else's time. His latest schtick is creating characters that give (mostly awful) advice in a bid to get newer posters on his side who aren't already familiar with his quite unmistakable signature. I'm not sure why he does it but I know from stories I've been told that in real life he's a creepy, despicable shit too.
My question is, if his isp has been blocked and it's possible to identify users as employing a proxy, are there steps being taken to keep his other 'personas' off the forum too? Or is it just too much effort to police that way?

You would normally have to identify them as a potential troll first and then check their history (only board admins can do this) to find out which IPs the posts have come from. Then if you identify that they are using a range of IPs (often even from different continents even), you can safely say they are using a proxy server. You would feasibly need a good sample to make this judgement.
There are probably clever programs that can do this.

I am so happy right now. Just taken my three year old, YLOD, 60GB PS3 back to HMV, quoted the Sales of Goods Act 1969, and received a replacement 250GB PS3 Slim back. I am over the moon.
Also in the box is a game (ModNation Racers) and a Dualshock controller. Bonus!
I've lost all my saved game data, but it's a small price to pay for a new, working, console.
