There was a short lived and deeply un-PC BBC1 sitcom called A Small Problem about dwarves.
I think some of them may have dressed up as gnomes?
And there's a Dutch kids' show about gnomes who live in a mushroom and sing about shitting on ducks.
It's on YouTube somewhere which I can't get at work.
It's not Dutch, it's Belgian. Made by Studio100.be. But Dutch kids love it too

I almost forgot - it's not a sitcom, but it does have an amusing* gnome scene: the pilot episode of K9 & Company, called A Girl's Best Friend. It's on a Doctor Who two-disc box set called K9 Tales. At about 22 minutes 30 seconds, the eponymous robot dog chases an intruder near a greenhouse, notices a garden gnome, pauses, extends his nose probe to examine it, then knocks over a ladder, which sends some garden stakes smashing into the greenhouse. The gnome is apparently unharmed.

And The Goodies episode Cecily (in the first series), has Graeme Garden doing a fair bit of gardening, which may or may not involve a bit with garden gnomes. *checking*... No, not exactly gnomes, but little gnome-like ornamental statues of garden rabbits, which Graeme sprays with liquid fertilizer, causing lots of baby rabbit ornaments to appear. Starts about 11.20. Funnier, though completely unrelated to gnomes, is 8.35 when Graeme puts a flower pot on his head and does his Tommy Cooper impression.
I still do not want to see Bowie's silly song set to gnomes. I think Bowie already buried the song when he played Requiem for a Laughing Gnome very badly on a recorder a few years ago for charity.

Very easy to imagine there must have been. Tom proud of it and chatting to it, and Margot considering it vulgar and ghastly; that sort of thing. Incidentally, I recently found a fitness record called Felicity Kendal's Shape Up & Dance. Oh, and garden gnomes feature and get destroyed in an episode of Citizen Smith, when Wolfie's (de facto?) father-in-law Charlie unwittingly operates some sort of armoured military vehicle.

I used to watch Gnomes of Dulwich which followed Hugh and I but I was quite young and don't remember a lot about it. But I loved the idea behind it.
There's a gnome in one of the Fawlty Towers episodes. Where they block up the wrong door.
