That's not the way I read it. It said that the police tried and failed to remove the man from the scene of the fire, and were therefore forced to use the stun gun on him for his own safety. What would you have done? I assume that since he remained there with his puny garden hose despite the firefighters having arrived, he must have been in a very confused state, so you wouldn't want to risk him harming himself, and possibly others, too.
What would the cops have done before tazers were invented? Set about him with their nightsticks?
I just think tazers are being massively-overused over there.
How about this one? A kid falls off a bridge and breaks his back. When the cops arrive, he (apparently) starts making incoherent statements like "Kill cops". This of course led the cops to taze him as he lay there crippled. 19 times. http://www.youtube.com/watch?v=4N7e2FohN4A&feature=related
