I've got a northern voice in my head but all I can think of is WHTTLL? which was a bit later than 70. Did Terry Collier say that maybe, I don't think he did, he said things very similar, but probably not that. It definitely rings a bell though, you sure you don't mean 1970s?
Oh, I think it might be Love Thy Neighbour, isn't it? Definitely hear Jack Smethurst saying it but he was in more than one sitcom I believe.

All I remember about the show was the catchphrase was said by the mother to her son every time he commented on anything.
