Not entirely sure if your question is sincere or not, but nevertheless... In theory it would, but just like every other similar piece of legislation, it would never be employed to combat such cases.

They've been talking about this particular bit of legislation for a while now. I've not heard Rowan Atkinson linked with it before though (although he was a leading vocal campaigner against the incitement of racial hatred law).

It seems likely to me that "make jokes against Gay people illegal" is someone's spin on the proposed legislation.
I expect that there was some mention of it in the Queen's speech, yes. I wasn't really watching all that closely though (I tend to tune out of Nu Liebour spin quite easily these days). Like I say though, the idea of making it a specific crime to incite hatred against gays is an idea which has been talked about for quite a while, and yet more proof that Nu Liebour have long lost any grip of reality!

I don't think "inciting hatred" can be transposed to "making jokes" - other than to cause a stir.

Brown has gone from Stalinist to Hitlerist. The new legislation is bollocks and thats a legal opinion The police need less powers not more. But on the other hand its good that the government is discussing social issues and trying to stand up for minorities. Anyone bored of the terrorism stuff they keep trying to scare us with? If only they would drop this ridiculous 90 days without trial shit which is pissing all over the constition... i feel another angry face coming on

Well, no, true. But then we see the 'interesting' interpretations of laws - particularly those passed within the past 10 years - on a weekly basis. Sadly, it's all measured in regards to how the comment/remark/joke/etc is interpreted by the receiver/target/whateverthetermisI'mlookingfor, with no regards for the intention of whoever made the comment/joke/etc in question, and even less regard for common sense.
In short, what I mean is, the law will be so loosely worded that they can apply it to anything they want. Just wait and see.

I take it that your (Aaron, AJP)stance is that although you abhor inciting hatred against gays you do not want it to be illegal because of an (unsubstantiated?) view that it would stop people making (crap, judging by this thread) gay jokes. Correct?

Censorship is dumb. You can't police what people think but letting biggots hang themselves, like Davidson did on Kitchen Nightmares, is the best way to solve the problem.
