The school might not be hot but then there is snow on the ground. Looks cool though and I mean that in a hip'n'happenin' kinda way as opposed to a reference to the temparature.

Yes. Its the fence at the bottom of one neighbour's garden so it is also the fence at the bottom of the garden of the corresponding house in the next street.
I don't know who actually OWNS it so I reckon calling it neighbours' fence is probably right.
Surely it's still only owned by one of them though...
