Technically, yes. But they're used as fences. I tend to think of a wall as taller and supporting a roof.

Yeah, I think we call them garden walls, and sometimes they don't get knocked over, being too strong.

Is that general American usage or just yourself? I've never been aware of the terms used in such a manner. I'd consider a fence to be something wooden, or maybe plastic; generally pre-constructed portions/panels put together in situ. A wall would be brick, stone, anything a bit more substantial like that, supporting or not.
