We did this in the UK a few decades ago, because it was said that the overflowing bins were the source of litter. I don't remember it being heralded as a triumph or a failure. Later on, remaining bins were removed because they were seen as an easy place for IRA terrorists to put bombs. These days, I've seen new 'recycling' bins appearing. I'm not sure why councils mess around with bins so much, surely they can't be that important? Maybe it's just a very visual way of showing that they are trying to deal with problems, when what's really needed is bins that get emptied more often.
