Yes, Capello simply doesn't like him and isn't honest enough to say it. Did anyone hear Chris Waddle on Radio 5 after the game? He was getting quite worked up about the FA's approach to the national team.
England played well for about 20 minutes when it was 2-1, but that was it sadly.
