I've found http://www.google.com/webhp?hl=en-GB&output=html works. Doesn't give the nice UK results though, it doesn't seem.

Carefully ClicK on your refresh/reload button but avoid moving the mouse afterwards. Observe the nice CLEAN page.
Now wiggle your mouse and the optional links fade into view.

But that's not what people object to.
Seems that having the background image was meant to be a "celebration" of the new feature, and there for the whole of today - and today alone. They've backtracked relatively quickly.
