In my experience the most effective saving would be to stop throwing money at business improvement iniatives aimed at eliminating public service inefficiencies.
They soak up resources that could be used for actually delivering services and impose top down solutions that disempower managers on the frontline.
The way to elimminate inefficiency is to appoint effective managers at all levels. Unfortunately in the public sector, as in much of the private sector, the culture of rewarding self-promotion coupled to the command and control culture and bureaucratic reporting against targets, has resulted in bullshitter, bullies and bumlickers taking over the running of things, whilst those who could be making a difference lack the authority to act and are tied up in endless paperwork.
