A bloke I used to work with had epilepsy; he used to bike into work every day. In the two years we worked together he fell off three times in the middle of the road because he had a fit, once breaking his arm. He didn't even live that far away, he could have walked it.

They're really not that easy to get...
You usually need to be retirement age, middle rate disability living allowance or able to make a really good case.
I'd love one.
A good argument is to say you are in real danger of becoming socially issolated if you can't travel.

As DaButt said only a couple of days ago, it's not that spending is a bad thing full stop, but rather where and how it is spent, and how much it totals.
