Cuts that are essential, I'd imagine. Nations can't continue to spend more money than they have. To do so is reckless and irresponsible.

Or they can concentrate more of those resources centrally by raising taxes?

I've yet to see a government balance a budget by increasing taxes. They'll take the tax money and spend even more.

Why is the tax rate so much higher than in the past? It's a percentage and not a flat dollar/pound figure, so shouldn't it remain the same even as inflation or earnings increase?

Money is only a reflection of value.

What does that even mean? A tax rate/percentage is not linked to value or money.

It means he's scared of admitting that Governments are the worst people to be allowed to spend money.
