I have not yet seen what he said, but was he ever going to offer much? From their point of view, even if not an outright majority they still have the largest number of seats, by far the largest number of votes, and a really quite sizeable swing in some places - not an entirely modest one overall. Not quite the 'clear mandate' but definitely the upper hand, especially as Clegg revealed his cards in talking about the party with the largest number of seats/votes having the 'moral right' to seek to govern.
