Yes it will. It's got a depressingly large amount of support. At the current rate, it'll be law before the election is called - in just a couple of weeks.

Hard to enforce fairly, yes. But dangerously easy to invoke the restrictions of, and a very sharp, slippery slope to total monitoring.

This is the same one that makes it legal for Magazines and publication to use pictures of the net and social networking without credits etc but makes it illegal to photograph in public place due to privacy?

Not certain about the print publications thing, but I expect so.

Photographs are already effectively illegal under counter-terrorism measures.
