Not even a few seconds count as exceptions. The only exception to the rule IIRC is if the piece is being reviewed.

That sounds like the way to go. Might see if I can do that. Was just playing around with some new software really as I have got nothing better to do. Well I have, but I can't be arsed.
When you upload a video. There will be an option to select 'Public' or 'Private' you'll have the chance under Private to share it with 25 other people or setup a Private Link, although I haven't used this feature much, so not sure what the difference is.
Just practice.
The worst that will happen is the video gets deleted and MC Hammer's kids have to eat Meat Loaf again.
There are sites like jamendo with royalty free music but from what I can see they mostly have French Hip Hop, or ambient Horn music.

I may be wrong on this, but I think when a copyright infringing track is identified on YouTube, the copyright holder has the option to stick an iTunes ad on it. That Chris Brown song "Forever" made a tonne of sales, reentering the chart a year it was released, after it was on that wedding video.
