Access should be free. It gives addresses in the appropriate section of production companies and agents who look at unsolicited material.

I actually bought the book and found several addresses. I'm still awaiting loads of (hopeful) responses though.
In answer to the original question, I've fully planned out a whole 7-episode series, developed characters, and written some of the first episode. Never sent anything off though.

I've planned out 6 episodes, and written one, and sent it out to some people. I should probably get round to sending it out to some more, but I keep thinking I should change it all beforehand in case I ruin my chances with them forever.
Ah, the paralysing effects of self doubt...
Oh, and I got the theme tune all sorted. I found that that was what really inspired me and spurred me on, strangely enough.

I ain't an expert but it seems the best way to break in is to send 'broken comedy' - sketches or just individual gags. An entire sitcom is just too costly and risky for companies to invest in, unless it's written by God. Build up a base, then try something more adventurous... Sorry for saying this YET AGAIN, but the best book I've read on this is John Byrne's 'Writing Comedy', which I really do recommend.

Just got to second that... a fantastic book, whatever type of comedy you enjoy writing.
I see Andrew Collins hasn't posted yet. I believe he's done quite well with his efforts.
