I'm not at all saying a woman is gagging for it by dressing that way. Not at all, but people are going to look if you dress a certain way, even a glance. That is not permission however to be a full on perv! I'm not talking really about when a guy leers digustingly because that is offensive. I've had guys in the past try to get very hands on with me and I wasn't wearing anything revealing so it's not about the clothes, it's about them being arseholes. It's a frighting experience and the argument of "Well she was asking for it with the outfit she was wearing" is disgusting!
Well, I really don't know a reason why a woman would wear a hugely cleavage flashing top other than that they want people to look at their tits.
Or why else a man would walk around with most of his shirt buttons undone - he wants to be looked at.
