Either a frost-bitten penis, or the effects of septicaemia on same. Looks more like vascular insufficiency than the result of infection.
EDIT: On further inspection it might just simply be a post-operative circumcision. The black bits being mild contusions and congealed blood.

I think you left your sausage on the grill to long Ellie. I've done that before too though, you have to make sure its cooked all the way through and poke holes in it so that the juices can run out.
