I only laughed on the inside, I had to be mindful of the old man's feelings I was with, who seemed genuinely distressed. Which made my wisecrack about going through his pockets particularly ill advised.

Sorry, but how in the name of f**king f**k would that help (here)? You can lead a horse to water, etc. Bad parenting is one thing, but you'd have to be seriously, seriously psychotically deranged to believe that doing that kind of thing to your children is part of parenting. More intrusion by the state will only serve as a further, almost totally ineffective drain on the taxpayer, and turn us into a nation of identically-raised drones within 30 years.
