They always have paid for sperm donations.
There has been a shortage recently due to the change in the law regarding anonymonity of the donor. Previously no records were stored and the resulting children had no means of tracing their biological father.
Women can be paid to donate their eggs if they're undergoing IVF treatment themselves (they get their treatment half price) but cannot be paid if they decide to donate altruistically. Of course, this procedure is a lot more painful than it is for men.
