It looks 'American' to me, they seem to like their bow-ties on eccentrics in the US. Maybe it's a deliberate attempt to market the show there.

Well, I don't hate that look, if that is it properly, but I agree I prefer the simple dark look of that early shot announcing him as the Doc next to the Tardis. At the end of the day they can stick him in any get-up they like, as long as the scripts are great.
Though the choice of name for the companion is a bit weird. Amy Pond. Pond?! Wouldn't have been my first choice for surname!

Tate was brilliant in the role. Some people were always going to hate her, but to me she put in a superb performance. (I was one of those who felt my stomach drop when it was announced she was going to be the regular companion)

Good point. I remember hating Ecclestones look when the first pictures were released, and I'm certainly liking this a lot better than that. Certainly more 'Doctor-ish'.

She was ok, but hardly brilliant. The whole "Doctor-Donna" thing from the Ood was a bit annoying, even if it was a prophecy that was later fulfilled. Her costume, assuming it's what she's wearing in those publicity shots, isn't very lovely. But that's easily changed.
As for Matt Smith's outfit, the Doctor is supposed to be a rebel, not a college professor. Then again, perhaps donning a bow-tie could be deemed as being foppishly rebellious. And the boots are cool. Pertwee's Doctor stole his dandy outfit in his first story. And Peter Davison was saddled with his outfit courtesy of JNT.
